main/gstreamer: split gst-ptp-helper
The gst-ptp-helper is a setcap binary and should therefor be used with care. It is not essential to the functionality of gstreamer. > The reason for the capabilities is that this helper process has to > bind to ports 319/320 for receiving PTP packets, and unfortunately > UNIX considers ports < 1024 as privileged. > ... > Fortunately the only thing you’re losing like this is the ability to > use a PTP clock from GStreamer. https://discourse.gstreamer.org/t/what-is-the-rationale-of-setting-linux-capabilities-for-the-gst-ptp-helper-executable/511
